This is a live virtual training session in the morning on both days with interaction between trainer and participants and a class max of 12. Participants will require access to a computer with internet, a camera, microphone and access to Zoom, YouTube and Surveyplanet (links will be sent by chat during Zoom session). A link will be sent by email to join the live session approximately one week prior to the delivery
This course will provide an overview of the legislative and regulatory origins of the DWQMS and discuss the relationship of the DWQMS to other parts of the Municipal Drinking Water Licensing Program. Quality management benefits and challenges are reviewed, and the four steps of the DWQMS (Plan, Do, Check and Improve) are explained.
Each of the 21 elements within the DWQMS will be discussed and how they relate to the preparation of the Operational Plan. Examples and instruction will be provided so that participants are able to document each element of the DWQMS in their operational plans as required by the Safe Drinking Water Act.
Target Audience
This course is for directors, managers and/or engineers of municipal drinking water systems, senior operators, project managers responsible for the implementation of DWQMS within drinking water systems and compliance officers within an operating authority.

Cindy Spencer
Cindy
has over 35 years of experience working in the water and wastewater industry in
Ontario with the Ministry of the Environment and the Ontario Clean Water Agency.
She has held various positions including Abatement Officer and Inspector with
the Ministry of the Environment; Chemical Technician, Plant Operator,
Compliance Officer, Operations Manager, Regional Manager, and Director of
Compliance, Training, Health & Safety and Risk Management with the Ontario
Clean Water Agency. Cindy has a Bachelor of Education Degree in Adult
Education and a Chemical Engineering Technology Diploma. She also holds an ISO 14001 Internal Auditor
Designation and Effective Utility Management Certificate. Other licences have included Class III Water
and Wastewater Treatment, Class II Water Distribution and Supply and Class I
Wastewater Collection. Cindy is
currently working part time with OCWA on the upgrade of its Process Data Management
System.
