Course Overview

This course reviews the duties and responsibilities of small drinking water system owners and operators under Ontario Regulation 319/08.
Participants will learn about the different characteristics of drinking water sources, multi-step approach to treatment and maintenance of system equipment. This session will also review proper monitoring, sampling techniques and responding to water quality issues.
NOTE: The content of this course is specific to small systems that utilize UV and chlorine for primary disinfection, and may have secondary disinfection requirements because they have a distribution system. For drinking water system owners and operators with a single connection with no chlorine disinfection requirement, please refer to Basics for Small Drinking Water Systems (O. Reg. 319/08).

By the end of this session, participants will have gained an understanding of:
• Small drinking water system duties and responsibilities
• Multi Barrier treatment equipment used in small systems
• Operational and maintenance checks for the treatment and system equipment
• Knowledge of distribution and storage systems maintenance
• Responding to potential drinking water quality issues

Target Audience

This course is geared to small system drinking water owners and operators with multiple connections that utilize multi-barrier treatment requirements under Ontario Regulation 319/08.

Course Trainer:

  Joan Green

Joan has specialized in the development and delivery of the Small Drinking Water Program (SDWS) O. Reg. 319/08 overseen by the Ministry of Health and Long Term Care (MOHLTC). As a Certified Public Health Inspector in Canada (CPHI(C)) for the past 36 years, the last 13 years were focused on safe water for private, small and municipal systems. Highlights  include:  committee work with MOHLTC and the Ministry of the Environment to develop and test  the risk assessment tool (RCat) and assist in development of Ontario Public Health Standards for Safe Drinking Water;  assessing facilities and providing directives dependent  on the source water  used which, in turn, minimized risk;  provided education to owners/operators of SDWS from start to finish including how to work with the assessment tool, understanding  sampling requirements, reporting adverse events,  and reviewing multi-barrier protection of water treatment;  assist Walkerton Clean Water Centre with program development for small systems;  assist the Source Water Protection Committee with planning. In 2017, Joan won the CIPHI Ontario Board Award of Merit to recognize the development and delivery of the SDWS program; working with provincial representative to refine programs as well as working with water treatment professionals/specialists to solve water quality/treatment issues. Joan is also an inspector for Part 8 – on-site sewage systems under the Ontario Building Code. Joan enjoys helping others improve their understanding of small systems whether it is interpreting the legislation or the assessment and reporting process. Joan looks forward to delivering the WCWC programming and providing updated information to those involved.
