Purpose of position
The Small Systems Specialist will work with WCWC Staff and stakeholders in a support role for small drinking water system operators focusing on Regulation 319 systems and First Nations, with the goal of ensuring safe drinking water.
Duties/responsibilities
In this role, the incumbent:
1. Develop targeted resource materials and effective methods of training for new programs to educate small systems operators following Ontario Regulation 319/08 and First Nations operators. Resource materials will be identified through consultation with stakeholders and the Training Institute Manager, with a focus on hands-on activities. Training formats include full-day and half-day classroom courses, 2-hour hands-on workshop modules, fact sheets and electronic learning courses.
2. Travel throughout the province to consult and develop partnerships with Public Health Inspectors and health unit managers and First Nations organizations, to further determine needs and to provide support for at-risk small systems operators.
3. Collaborate with all WCWC staff on course development and continuous improvement of small systems training materials; recommend modifications to course materials and delivery.
4. Develop a master plan for the regulation 319 sector of the drinking water industry, in collaboration with stakeholders and WCWC staff and management.
5. Occasionally travel to venues across Ontario to deliver training for inspections staff and small systems operators, in accordance with adult learning principles. Responsibilities include on-location coordination with the venue staff, running the entire training session, marking participant tests, ensuring that participant evaluations are completed.
Additional duties may be assigned at the discretion of the position manager.
Job and Knowledge requirements
The Small Systems Specialist requires expert-level knowledge of small systems education and training programs that are applicable to systems following Ontario Regulation 319/08. They must also understand the federal Guidelines for Canadian Drinking Water Quality. This knowledge must be sufficient to research, develop, refine and deliver training courses and related materials. Demonstrated ability to develop and deliver technical training with a thorough understanding of adult learning principles is required. The Small Systems Specialist requires proficiency in developing training materials and instructing adults with a limited operational background and will be required to successfully complete the Centre’s Train-the-Trainer program.
The Small Systems Specialist requires outstanding interpersonal skills, demonstrated customer-service orientation and must be an outstanding communicator, capable of dealing with a diverse array of stakeholders and clients. Excellent written and oral communication skills for dealing effectively with client groups on behalf of the Centre are also required.
The Small Systems Specialist requires strong analytical skills to research and develop educational/training courses that are based on correct interpretation of complex technical, environmental and operational policies, procedures and processes in the drinking water field. Working knowledge of electronic learning formats is also required. The Small Systems Specialist requires a good working knowledge of Microsoft Outlook, Word, Excel and PowerPoint.
The Small Systems Specialist requires a four year post-secondary degree in a relevant field, a minimum of five years of experience in water treatment and/or distribution systems including a minimum of two years of experience in adult education, preferably training operators. A sound understanding of operation and maintenance of equipment used in small drinking water systems is required. Ontario certification as a drinking water operator or a public health inspector is preferred. An equivalent combination of education and experience will be considered.
Due to extensive travel, the Small Systems Specialist requires a valid class G driver’s license and a good driving record.
